Niti Ayog Meeting: Prime minister Narendra Modi Today, the collective efforts of all the states, made in the spirit of cooperative federalism, have been described as the strength that helped India overcome the Kovid epidemic. Addressing the seventh meeting of the Governing Council (GC) of NITI Aayog, Prime Minister Modi said that every state played an important role according to its strength and contributed to India’s fight against Kovid.

This allowed India to emerge as an example for developing countries to look up to as a global leader. This was the first meeting of the Governing Council with physical presence since the start of the Kovid pandemic, before the 2021 meeting was held through video conferencing. 23 Chief Ministers, 3 Lieutenant Governors, 2 Administrators and Union Ministers participated in this meeting. Defense Minister Rajnath Singh conducted the meeting.

India gave a powerful message to the world

In his inaugural address, the Prime Minister said that India’s federal structure and cooperative federalism emerged as a model for the world during the COVID crisis. He said that India has given a powerful message to the developing countries of the world that it is possible to overcome challenges despite limited resources. The PM said that the credit for this goes to the state governments, which focused on the delivery of public services at the grassroots level to the people through mutual cooperation.

The Prime Minister highlighted that this seventh meeting is the result of months of rigorous deliberation and consultations between the Center and the states to identify national priorities. The Prime Minister said that for the first time in 75 years of India’s independence, all the Chief Secretaries of India met together at one place and discussed issues of national importance for three days. The agenda of this meeting emerged out of this collective process.

What was the agenda of the meeting?

  • Crop diversification and achieving self-sufficiency in pulses, oilseeds and other agricultural produce
  • Implementation of National Policy on Education (NEP) in School Education
  • Implementation of National Policy on Education in Higher Education
  • urban governance

These areas need attention
The Prime Minister highlighted the importance of all the above issues. He particularly highlighted the need for India to focus on modern agriculture, animal husbandry and food processing so as to become self-reliant and global leader in the agriculture sector. He said that rapid urbanization can be made India’s strength rather than weakness by leveraging technology to ensure ease of living, transparent service delivery and improvement in quality of life for every citizen of urban India.

India is not only Delhi
PM Shri Modi also talked about India’s presidency of G20 in 2023. He called it a unique opportunity to show the world that India is not just Delhi. It includes every state and union territory of the country. The PM said that we should develop a mass movement around the G20. This will help us identify the best talent available in the country. He also said that states should have a dedicated team for G20 to get maximum possible benefit from this initiative.

Talking about this, External Affairs Minister Shri S. Jaishankar said that the presidency of G20 is a great opportunity and also a great responsibility for us. For the first time in the history of G20, India will host G20 meetings not only in Delhi but also in every state and union territory.

What did Education Minister Dharmendra Pradhan say?
The Union Education Minister, Shri Dharmendra Pradhan thanked the States for the successful implementation of the National Education Policy, highlighting the various initiatives taken to promote study outcomes, capacity building of teachers and skill development the requested. NITI Aayog Vice-Chairman Mr. Sumanberi reiterated that the change in India would be through development in its states. He emphasized the need for joint efforts of the Center and the states to realize the vision of India’s revival after the COVID pandemic.

Each Chief Minister and Lt Governor present in the program addressed the meeting highlighting the priorities, achievements and challenges of their respective states and union territories with special focus on four major agendas.

‘Vocal for local’ is the goal, not the agenda

In his concluding remarks, the Prime Minister said that every state should focus on promoting its 3T- trade (trade), tourism (tourism), technology (technology) through every Indian mission across the world. He said that the states should focus on reducing imports, increasing exports and for this to find opportunities in every state. “We should encourage people to use local goods wherever possible,” he said. He said that ‘Vocal for Local’ is not the agenda of any one political party, but a common goal.

PM Shri Modi said that even though there has been an improvement in the GST collection, the potential for increase in it is even more. He said that there is a need for collective action by the Center and the states to increase the GST collection. This is important to strengthen our economic position and become a USD 5 trillion economy.” On National Education Policy, PM said that the NEP (National Education Policy) has been prepared after much deliberation. He said that we should involve all the stakeholders in its implementation and develop a clear and time bound roadmap for this.

What is the goal of NITI Aayog?
The Prime Minister thanked the Chief Ministers and Lieutenant Governors for participating in this meeting of the Governing Council of NITI Aayog and sharing their views and experiences. He said that NITI Aayog will study the concerns, challenges and best practices of the states and subsequently plan the way forward. He said that the issues discussed in this meeting will define the national priorities for the next 25 years. He said that the seeds we sow today will define the fruits India will harvest in 2047.

Principal Secretary to the Prime Minister, Vice Chairman, NITI Aayog, Member and CEO, Cabinet Secretary, Secretary (DoPT, Culture, DOSE&L, Higher Education and MoHUA), Chief Secretaries of States and Union Territories, and PMO, Cabinet Secretariat and NITI Aayog Other senior officials participated in this seventh meeting of the Governing Council.
